After the Egyptian Press Syndicate gave up its role, the administrative judiciary has become the door for having membership in the Syndicate. Tens of Judicial lawsuits request the suspension of implementing the negative decision of the Press Syndicate for refusing the registration in the Syndicate

The Committee of registering journalists in the Egyptian Press Syndicate imposes restrictions on accepting new members. In this regard, one of the conditions of being a member in the Press Syndicate is to practice the profession of journalism and to enjoy the legal, economic and social protection.

However, there are thousands of journalists who practice their journalistic works regularly but they are not protected as they subject to legal threatening and judicial follow ups. In this context, FDHRD documented the following judicial lawsuits which were filed in front of administrative judiciary requesting the court to judgments of granting the claimants memberships in the Syndicate: 1- Lawsuit no. 25313 of the judicial year no. 61 which is filed by “ Mohsen Hashim Abdallah Abdel Naser – he worked as a journalist in El Sha’ab newspaper since 1987 till 2005 and he is working as a journalist in El Shark newspaper which affiliates to the Saudi El Shark Institute since 2005 till now.

The hearing of the case will be on 6th June 2009 in the Administrative Judicial Court in the premises of the State Council.

2- Lawsuit no. 38714 of the judicial year no. 60 which was filed by Mai Mahmoud Mohamed Ateya who is working in the Arab Al Afaq newspaper since 2000. Also, she signed a contract with the head of the board of directors of the Arab Al Afaq newspaper on 1st September 2005.

The hearing of the case will be on 6th June 2009 in the Administrative Judicial Court in the premises of the State Council.

3- Lawsuit no. 21373 of the judicial year no. 62 which was filed by Manal Abdel Hamid Zakariya who is working as the head of the board of directors of Exporters’ Newspaper. In addition, she is a supervisor on the editing of Protecting Consumer Newspaper.

The hearing of the case will be on 28th June 2009 in the Administrative Judicial Court in the premises of the State Council.

4- Lawsuit no. 14982 of the judicial year no. 62 which was filed by Ashraf Said Fathi Mohamed Hassan Shetawi and known by Ashraf Shetawi. He is a member in the International Union for Cinema Press and a member in the Syndicate of the Cinema Profession and a member in the Union of Book in Egypt and he used to write for El Sha’ab newspaper before its closure.

The hearing of the case will be on 6th June 2009 in the Administrative Judicial Court in the premises of the State Council.

5- Lawsuit no. 61871 of the judicial year no. 62 which was filed by Mohamed Mohamed Kamel Ahmed Ga’far . He is working as a journalist in El Herafyoun newspaper due to a contract signed between him and the newspaper on 7th February 2008. He worked before in newspapers of El Hayat El Masreya, El Masa’ya, El Sahwa El Dawlya, the Independent Misr El Gededa and El Al Anwar which is issued by The National Wifak party.

The hearing of the case will be on 5th June 2009 in the Administrative Judicial Court in the premises of the State Council.

6- Lawsuit no. 370of the judicial year no. 63 which was filed by Mohamed El Sayed Abdel Aziz Gad . He is working as a journalist in Al Alam El Youm newspaper.

The hearing of the case will be on 21st May 2009 in the Administrative Judicial Court in the premises of the State Council.

In this regard, the second constituency of individuals “B” of the Administrative Judicial Court dated 25th January 2009 issued a judgment in case no. 35894 of the judicial year no. 60 which was filed by Al Ansari Mahmud Mohamed Salem who is known by Naser El Hussein and he is working as a journalist in El Bahrawiya Newspaper . He filed this case against the head of the Press Syndicate. The court refused the defense that the case does not fall under its jurisdiction and therefore it accepted the hearing of the case and issued a judgment to cancel this defense. After the refusal of this defense, the claimant, who worked as a journalist in El Bahrawiya newspaper which is one of the newspapers issued by the Advanced National Tagamo’o Party, can be registered in the Syndicate because the refusal of his membership is in breach of law no. 76 of 1970 which is related to the establishment of the Press Syndicate and registration in this Syndicate. It is worth mentioning that El Bahrawi Newspaper is issued in due with the license of Supreme Council of Press no. 391 dated 22/3/1997.
