FDHRD issues its fifth report on corruption in municipalities in Egypt. The current report named " Corruption in municipalities .. Lack of conscious and lack of monitoring"

On 26th February 2008, Forum for Development and Human Rights Dialogue (FDHRD) issues its fifth report on Corruption in Egypt. The current report named “Corruption in municipalities .. Lack of  conscious and lack of monitoring”. This report consists of 62 pages and it is the second report that deals with the phenomenon of corruption in municipalities. In this regard, FDHRD had issued a report named "Corruption in the Local Bodies leads to cracks in the basis of democracy”. In addition, FDHRD had issued series of reports on corruption in different sectors such as the sectors of  Health, Television and Education. By issuing the current report, FDHRD aims at highlighting the role played by the Egyptian journalism in combating corruption as the report analyzes the contents of news published in Egyptian newspapers. This report analyses the contents of 18 newspapers including 7 national newspapers, 7 independent and private newspapers and 4 political parties newspapers.  It was observed that the number of cases of corruption published in newspapers and monitored by FDHRD is 115 cases that were published in 85 news, 6 articles and 24 journalistic investigations.

The reports concluded the followings:
1-" El Masry El Youm” newspaper came at the first top among the private newspapers in publishing news on combating corruption and “Ros El Yousef" came at the first top among the national newspapers in publishing news on combating corruption:
“El Masry El Youm” newspapers came at the first top among the private newspapers that covers cases of corruption as it published 30.5% of the total number of case published on corruption.  “Ros El Yousef” newspaper came at the top among the national newspapers that covers cases of corruption as it published 15.2% of the total number of case published on corruption. “ El Gomhoria” newspaper came at the second top among the national newspapers publishing news on corruption as it published 11.7% of the total cases .  Regarding the political parties’ newspapers, El Watani El Youm came at the first top in combating corruption as it published 8.2% of the total number of cases. “The Voice of Nation- Sout El Omah“  newspaper came at the fifth tops as it published 7% of the total cases. Then, “El Ghad” newspaper came at the six top as it published 5.8% of the total cases while “ Nahdat Misr” newspaper came at the seventh top as it published 4.7% of the total number of cases. Al Ahram newspaper and El Ahali newspapers came at the eighth top as each of them published 3.5% of the total number of cases and then came “ El Wafd” and “ El Ahram” newspaper as they published 2.3% of the total number of cases.

2- Waste of 454 million L.E and the embezzlement of 14 million L.E in municipalities during the year of 2007:
The number of cases of corruption inside the local units was 83 cases and the total loss of money was 454373792 L.E while 14898168 L.E was embezzled 

3- Number of cases of corruption in Municipalities sector reached 65% of the total number of cases mentioned in newspapers and the number of cases of corruption in the Housing Sector reached 10% of the total cases of corruption:

  1. Number of cases of corruption in municipalities reached 65% of the total number of cases mentioned in newspapers and therefore the sector of corruption came at the first top among sectors that have a lot of cases of corruption. The number of cases of corruption in this sector was 54 cases and the total sum of wasted money and bribes was 2789400 L.E
  2.  Number of cases of corruption in the Housing Sector reached 10.8% of the total cases of corruption and therefore the sector of heath came at the second top. The number of cases in this sector was 9 cases and the total sum of wasted money and bribes was 3694250 L.E
  3. Number of cases in the Agricultural sector was 7.4% and therefore this sector came at the third top and the total sum of wasted money and bribes is 7035000 L.E

4- 25% of the cases of corruption took place in the governorate of Giza and 14% of the cases took place in the governorate of Cairo:
The total number of cases of corruption in governorates was 38 cases as follows:

  1. The governrorate of Giza came at the first top among governorates where there are a lot of cases of corruption as 25.3% of the total cases took place in this governorate. The number of cases in this governorate was 21 cases and the total sum of wasted money was 5840000 and the total sum of bribes and embezzled money was 61000 L.E
  2. The governrorate of Cairo came at the second top as the number of cases of corruption reached  14.4% of the total cases took place in this governorate. The number of cases in this governorate was 12 cases and the total sum of wasted money was 556956 L.E and the total sum of bribes and embezzled money was 539768 L.E
  3. The governrorate of Alexandria came at the third top as the number of cases of corruption reached  12% of the total cases took place in this governorate. The number of cases in this governorate was 10 cases and the total sum of wasted money was 311000 L.E and the total sum of bribes and embezzled money was 364400 L.E

5- 58% of those who commit corruption are senior officials:
The number of cases of corruption among employees was 154 cases. 58% of those who commit corruption were senior officials as 89 of the cases were committed by them.

At the end of the report, FDHRD has recommended the followings:

  1. The necessity of motivating the implementation Convention of Combating Corruption signed by Egypt on 14th October 2003 which is related to combating all forms of corruption.
  2. Urging civil society association to conduct their role in building up a popular monitoring and encouraging citizens to participate in local elections.
  3. Amending the punishment policy related to the corruption crimes as the Egyptian law does not differentiate between minor and major corruption crimes and therefore there is a necessity to amend this law to give severe punishments for those who commit major corruption crimes instead of punishing them as if they commit minor corruption crimes.
  4. Encouraging people to inform about the crimes of corruption and implementing a system to protect those who inform about such crimes thought a program of protecting witnesses and experts because they are the most vulnerable groups.
  5. Building a new societal culture that shall criminate those who commit corruption or breach law. For example, it is very important to consider taking bribes as unethical crime.
