FDHRD issues its second report named "Complaints Book - DIWAN EL MAZALEM".

This report is on Analysis of the contents of seven Egyptian newspapers columns on complaints received by citizens.
Al Akhbar - Al Ahram - Al Wafd - El Ahali - Al Osbo'o - Sawt El Omah - Al Arabi Newspapers During the period from 1st May till 31st December 2006


The Forum for Development and Human Rights Dialogue (FDHRD) issues today its second report named "Complaints Book - DIWAN EL MAZALEM". This report is issued every four months in order to monitor and analyze the contents of the Egyptian newspapers columns on complaints received by citizens.

In this regard, FDHRD has issued before its first report on 18/6/2006 covering the period from 1st January till 30th April 2005. The current report aims at highlighting the citizens' needs and problems in the Egyptian society by analyzing the complaints published in the newspapers.

This report includes several remarks which are:
First:
Number of complaints sent by citizens to newspapers was 5171 complaints during 4 months while the number of viewpoints of citizens sent to newspapers covered by this report was 2642.

In this regard, the mail of Al Ahram newspaper published 1601 viewpoints which constitute 60.59% of the total number. Whereas the column named " To the editor" in Al Akhbar newspaper published 798 viewpoints which is 30.20% of the total number. In addition, El Esbo'o newspaper published 92 which is 3.48% of the total number while Al Arabi newspaper published 73 which is 2.79% of the total number. Also, Sawt El Omah newspaper published 53 which is 2% while Al Ahali newspaper published 25 which is 0.94%. On the other hand, the column named " the troubles of people" in El Wafd newspaper did not publish any opinions .

Second:
Number of replies done by the executive body and the government was 754 replies which is 14.58% of the total number of complaints sent to the government.

Third:
Regarding complaints, El Akhbar newspaper came at the top as its column named "To the editor" published 2035 complaints which is 39.35% of the total number while the column named " The troubles of people" in El Wafd newspaper published 1276 complaints which is 24.50% of the total number.

Then came the mail of Al Ahram which published 523 complaints which is 10.11% of the total number.
Regarding the weekly newspapers, El Osbu newspaper published 494 complaints which is 9.55% of the total number. Then, El Arabi newspaper as it published 292 complaints which is 4.42% of the total number. Finally, Al Omah newspaper published 157 complaints which is 3% of the total number.

Fourth: According to FDHRD's analysis of complaints published in the newspapers, the complaints sent to the ministry of Health came at the top, as they were 749 complaints and then came complaints sent to the ministry of Interiors as they were 404 complaints. Number of complaints sent to the ministry of Social Affairs were374 139 while complaints sent to the ministry of Education reached 94 and then the number of complaints sent to the ministry of Housing reached 148. In addition, complaints sent to the ministry of Agricultural and complaints sent to the ministry to the head of the Cabinet were 122. Furthermore, complaints sent to the ministry of Electricity were 115 while complaints sent to the ministry of Endowments "Awkaf" were 110 and complaints sent to the ministry of Justice were 99 as well as complaints sent to the ministry of High Education were 94.

Fifth:
Regarding complaints filed by citizens to different governorates, they were 1253 complaints. In this context, the governorate of Cairo came at the top of governorates from which a lot of complaints were received as there were 285 complaints sent from this governorate which is 23.07% of the total number.

The number of complaints sent to the governorate of Giza was 258 which is 20.89% while 124 complaints were sent to the governorate of Alexandria which is 9.89%. In addition, 81 complaints were sent to the governorate of Kalyoubyia which is 6.55% while 64 complaints were sent to the governorate of El Dakahlyia which is 5.18% .Furthermore, 52 complaints were sent to the governorate of El Sharkiyia which is 4.21% while 46 complaints were sent to the governorate of El Monofyia which is 3.72% .

Sixth:
Regarding replies of ministries to the complaints received, the ministry of High Education came at the top as it replied to 36 complaint which is 38.29% while the ministry of Interiors replied to 58 complaints which is 14.35 of the total number. In addition, the ministry of Health replied to 85 complaints which is 11.34 % and the ministry of Education replied to 41 complaints which is 11.91% of the total number while the ministry of Social Affairs replied to 21 complaints which is 5.61% of the total number.

Moreover, the ministry of Justice replied to 7 complaints which is 7.07% while the ministry of Agricultural replied to 8 complaints which is 5.71%. In addition, the ministry of Education replied to 4 complaints only which is 2.70 % of the total number while the ministry of Endowments "Awkaf" replied to 5 complaints which is 4.54%.

Seventh:
Regarding the replies of the governorators to complaints, the governorate of Giza replied to 63 complains which is 24.41% while the governorate of El Sharkiyia replied to 31 complaints which is 59.61%. In addition, the governorate of Kafr El Sheik replied to 8 complaints which is 100% of total number while the governorate of Cairo replied to 7 complaints which is 2.45%. Moreover, the governorate of El Dakahlyia sent 17 replies which is 26.56% while the governorate of El Monofyia replied to 4 complaints which is 69.8% of the total number. Finally, the governorate of El Kalyoubyia replied to 1 complain which his 1.23% of the total number.

FDHRD is issuing this second report and thus it has issued two reports now covering a whole year. During this year, the seven newspapers mentioned-above have published 7839 complains and 3778 viewpoints of citizens. In this regard, FDHRD affirms that the readers' columns in newspapers play an important role as a communication tool.

In addition, FDHRD stresses on the necessity of having Complaints Book "Diwan El Mazalem" that shall be associated directly with the Presidential Body in order to eliminate the problem of disregarding complaints and screams of citizens in the Egyptian newspapers .

Till the establishment of such book, FDHRD calls for ministries and executive bodies to investigate complaints as well it calls for newspapers' editors to seek the help of trained people and volunteers in order to analyze and filter complaints and follow up the replies of the ministries and competent bodies that are disregarding the complaints of citizens.
